Public Partnerships LLC (PPL) announced that 155,000 caregivers in New York’s Consumer Directed Personal Assistance Program (CDPAP) received payments during the third statewide payroll period. So far in April 2025, PPL has issued more than $240 million to personal assistants (PAs).
Under the new system, PAs must submit time entries by 11:59 p.m. ET on Saturdays to get paid the following Thursday. PPL confirmed that it processes all payments according to each consumer’s service authorization and Medicaid guidelines.
New resources to help CDPAP participants
PPL launched a new Resources page at pplfirst.com/cdpap to help consumers and PAs navigate the system. It includes how-to videos and multilingual guides covering:
- Registration and account setup for consumers, representatives, and PAs
- Electronic visit verification (EVV) using the Time4Care™ app
- Payroll schedules and instructions to fix common timekeeping errors
- Employee benefits available for full-time and part-time caregivers
The Time4Care app allows PAs to clock in and out via mobile device or computer. PPL also offers an EVV Telephony system for caregivers without internet access.
Expanded customer support options
More than 2,000 customer service agents are available to assist with registration, timekeeping, and payroll questions. PPL’s call center operates six days a week and offers help in nine languages. The company also provides daily webinars, in-office appointments, and support through 45 facilitator partners across New York.
