The City of Elmira is set to modernize its zoning regulations and update its long-term development strategy thanks to a new $50,000 grant from the Appalachian Regional Commission (ARC) and New York State.
The funding, announced Tuesday by Congressman Nick Langworthy (NY-23), will support the city’s Planning and Zoning Updated project—marking the first major zoning overhaul since 1998. Combined with $180,000 in state funding, the total investment in the project reaches $230,000.
Comprehensive plan to guide future growth
The project will contribute to Elmira’s new 10-year Comprehensive Plan, designed to streamline development and align land use policies with the city’s current and future needs. Officials say the updates will help attract investment, improve access to funding, and support long-term economic growth.
“Elmira’s Comprehensive Plan and Zoning Regulations were last updated in 2016 and 1998. By updating these two projects, Elmira will be able to access new funding sources, ensure economic growth opportunities, and streamline development,” said Rep. Langworthy.
Local leaders welcome strategic investment
Mayor Daniel Mandel praised the federal-state partnership and emphasized the importance of securing grants to reduce the financial burden on residents.
“Every dollar we can get through grant funding means savings for our Elmira taxpayers,” Mandel said. “This funding will help pay for our 10-year comprehensive plan, which will be a great tool to guide construction, growth and investment across our city.”
The project reflects a broader effort by local and state officials to revitalize Elmira’s infrastructure, housing, and business climate through strategic planning and federal partnerships.
