Naples and Erwin Awarded Millions for Water Infrastructure Projects

Governor Kathy Hochul has announced a major investment in local water infrastructure, with over $175 million approved statewide—including substantial funding for critical projects in the Village of Naples and the Town of Erwin.

In the Finger Lakes region, the Village of Naples will receive a $22.2 million grant and interest-free financing package. The funding will support the planning, design, and construction of new sanitary sewers and an expansion of the community’s wastewater treatment plant. This investment is expected to enhance public health safeguards and support long-term environmental sustainability in the area.


In the Southern Tier, the Town of Erwin has been awarded a $10.8 million package that includes both grant funding and low-cost financing. The funds will be used to improve the town’s wastewater treatment plant and extend sanitary sewer lines along Route 417. The upgrades aim to modernize aging infrastructure, reduce environmental risk, and accommodate future growth.

Governor Hochul emphasized the importance of making these projects financially accessible. “By ensuring communities have the resources they need to complete crucial water infrastructure projects, we can create good-paying jobs and boost local economies while working toward a healthy environment for all New Yorkers,” she said.

The funding was approved by the Environmental Facilities Corporation (EFC) Board of Directors and includes a mix of state and federal dollars from the Clean Water and Drinking Water State Revolving Funds. The board also authorized the execution of previously awarded Water Infrastructure Improvement grants.

“These approvals are symbolic of Governor Hochul’s commitment to affordability, public health, environmental protection, and economic resilience,” said EFC President and CEO Maureen A. Coleman.

The projects in Naples and Erwin are part of New York’s broader strategy to modernize water systems across the state. Since 2017, the state has committed more than $6 billion to water infrastructure improvements, with an additional $500 million proposed in the FY26 Executive Budget.
