Debate over NY school phone ban intensifies as budget nears

Gov. Kathy Hochul’s $13.5 million proposal to ban cell phones in K-12 public schools remains a hot topic as the state budget deadline approaches. While the teachers’ union supports a full ban, the State Senate is pushing for limited phone use between classes.

Critics worry about disciplinary issues and parental concerns, while child advocacy groups favor a flexible approach. Some districts have already implemented restrictions, but lawmakers continue to negotiate a balanced policy.

If included in the state budget, the ban would take effect in the 2025-2026 school year, with individual districts responsible for enforcement. The final decision is expected before the April 1 budget deadline.
