Congressman Nick Langworthy (NY-23), alongside Congressman Joe Morelle (NY-25), has introduced the Medicaid Provider Screening Accountability Act, a bipartisan effort to close loopholes that allow disqualified medical providers to continue practicing in different states.
The legislation, introduced Wednesday, would mandate that states regularly check the Data Exchange System (DEX) to confirm that Medicaid providers are not prohibited from participating in another state’s program. Currently, a provider terminated for fraud or misconduct in one state could still practice elsewhere if states do not routinely reference the database.
“Preventing fraud and misuse of taxpayer dollars while simultaneously protecting Medicaid beneficiaries from dangerous or unethical providers is my top priority,” Langworthy said in a statement. “This bill strengthens oversight, keeps bad providers out, and ensures Medicaid patients get care from qualified, trustworthy professionals.”
Morelle echoed the importance of the bill, emphasizing its role in ensuring Medicaid operates efficiently and ethically. “This common-sense legislation would help ensure families are getting the highest-quality coverage possible, all while helping to eliminate fraud and ensure higher levels of accountability within state Medicaid systems,” he said.
Congresswoman Nicole Malliotakis (NY-11) has also signed on as an original cosponsor.
The bill has garnered support from major healthcare organizations, including the National Rural Health Association (NRHA), the Greater New York Hospital Association (GNYHA), and the Healthcare Association of New York State (HANYS).
Stephen Acquario, executive director of the New York State Association of Counties, highlighted the financial burden of Medicaid on New York taxpayers and praised the bill’s efforts to prevent fraudulent providers from shifting between states.

The proposed legislation aims to tighten oversight, protect patients, and safeguard Medicaid funds from fraudulent misuse, reinforcing accountability in state healthcare systems.
