Death of NY inmate ruled homicide as case advances

Robert L. Brooks, an inmate at Marcy State Prison, died after a violent altercation with correction officers on December 9. An autopsy confirmed his death resulted from neck compression and multiple blunt injuries, ruling it a homicide. Footage from officers’ body cameras, which partially recorded the incident, will play a key role as a grand jury begins reviewing evidence on February 10.


Seventeen prison staff, including officers and nurses, have been suspended. Calls for reform have intensified, with lawmakers and rights groups demanding prison system changes. Prosecutors are considering criminal charges, while the FBI and U.S. Justice Department are monitoring the case.

The incident also highlighted the failure of officers to properly activate body cameras, prompting scrutiny of prison camera policies.
