New York mandates registry for contractors on public and some private projects starting December

The New York State Department of Labor (NYSDOL) announced a new requirement Monday mandating that contractors and subcontractors register with the department before bidding or performing work on public and covered private projects. The rule, set to take effect December 30, 2024, aims to bolster transparency and accountability in state-funded and certain private construction projects.

The initiative, championed by Gov. Kathy Hochul’s administration, requires contractors to obtain a Certificate of Registration before submitting bids or starting work on eligible projects after the deadline. Subcontractors must also register before commencing work on those projects. The NYSDOL is urging early registration to avoid potential delays in bidding or construction schedules.


“Governor Hochul has been committed to transparency since day one of her administration, and the new Contractor Registry embodies that commitment,” NYSDOL Commissioner Roberta Reardon said in a statement. “It provides public funding accountability that will benefit law-abiding contractors and subcontractors while cutting off those who seek to exploit workers.”

Registration will be processed through NYSDOL’s Management System for Protecting Worker Rights (MPWR) portal on the department’s website. Applications must be submitted electronically, with fees paid via credit card. If approved, registrants will receive their certificates electronically. The certificates, which are valid for two years, must be renewed at least 90 days before expiration.

Incomplete or inaccurate applications may delay approvals, and registrants deemed unfit will be notified through the portal. Those facing potential unfitness determinations have 30 days to address the issues or request a hearing.


The NYSDOL has launched outreach efforts to ensure contractors are aware of the new mandate. Trade labor organizations, contractor groups, and other stakeholders are being notified, and new solicitation and bid packets for public work projects will include information about the registry requirement. Additionally, the department has hosted demonstrations to familiarize stakeholders with the system and has provided guidance, checklists, and helpful links on its website.
