Geneva City Council to discuss budget, tax exemptions, and property sales at Wednesday meeting

Geneva City Council will meet on Wednesday for its regular October session to address several important agenda items, including the 2025 budget, senior tax exemptions, and potential property sales. The meeting will take place at 7 p.m. in the City Hall Council Chambers, with an executive session beginning at 6 p.m.

2025 Budget and tax levy

City officials will discuss the 2025 budget, which is expected to impact property tax rates. Council will review a resolution proposed by Councilmember Lavin to reduce the tax levy by $2 million. This discussion follows recent concerns about increasing municipal tax burdens due to reassessments.

A public hearing will be scheduled for October 16 to consider overriding the state-imposed property tax cap, a measure that would allow the city to raise taxes beyond the limit set by New York State law.

Senior citizen property tax exemptions

A major point of discussion will be the amendment of real property tax exemptions for senior citizens. The proposed change would increase the income eligibility threshold for seniors seeking property tax relief. This amendment would bring Geneva’s exemption levels in line with those of the county and school district.


Surplus property and equipment sales

Council will also vote on the sale of city-owned properties, including 30 Castle Street and 41 Lake Street, which no longer serve a public purpose. A public hearing will be set for October 16 to discuss the sale of 41 Lake Street to Downtown Winery, LLC.

Additionally, the council will consider a resolution declaring various police department equipment and vehicles as surplus, allowing them to be auctioned off, with proceeds applied to the city’s Equipment Amortization Fund.

Public safety and work policies

Geneva’s police and fire departments will present an overtime overview, highlighting current expenditures and staffing needs. The council will also vote on adopting a formal flexible work arrangement policy for unrepresented and management employees, which will offer more structure to existing practices that allow for work flexibility.

Public hearings and community input

Residents will have the opportunity to provide feedback during a public hearing on the proposed 2025 budget and the changes to senior citizen tax exemptions. The council will also welcome public comments on other matters during the meeting.
