A Penn Yan tattoo shop is at the center of a case involving a juvenile who received a tattoo without proper age verification.
The incident came to light following a complaint from Yates County DSS, which revealed that the tattoo had been performed on a minor under the age of 18.
Richard E. Ingrahm Jr., 48, of Prattsburgh, admitted to tattooing the juvenile on August 3, 2024, without checking their ID or verifying their age.
Ingrahm turned himself in to Penn Yan Police on September 1, 2024, and was charged with unlawfully dealing with a child in the 2nd degree. He was issued an appearance ticket for Penn Yan Village Court.
