Victory finds no significant environmental impact from Route 370 rezoning proposal

The Town of Victory has found that a proposed subdivision and rezoning at 2019 State Route 370 would not have a significant adverse environmental impact.

The proposal would divide the property into two lots and reclassify one 3.94-acre lot as Highway District, according to the Oct. 21 environmental notice. The property is in the Cayuga County town and has a Cato address.

Victory acted as lead agency for the environmental review and issued a negative declaration for the proposed local law amending its zoning law.

The town’s posted zoning law describes the Highway District as intended for commercial and industrial uses that generate moderate to high traffic volumes, including both large businesses and smaller commercial and industrial operations.

The law distinguishes that district from the Agricultural/Residential District, which emphasizes farming, open space and low-density housing, and the Hamlet District, which provides for housing and neighborhood services while discouraging large or traffic-intensive businesses.

Highway zoning still carries use-specific requirements. The posted law lists auto sales, car washes, hotels and distribution or storage warehouses among uses requiring Planning Board special-use permits in that district.

The environmental notice identifies the property as tax map parcel 45.00-1-13. Questions about the proposal may be directed to Michael Wiggins at victorysupervisor@outlook.com or 315-391-3890, or by mail to the Town of Victory, 1323 Town Barn Road, Red Creek, NY 13143.
