New York Attorney General Letitia James is leading a coalition of 23 states seeking to block new federal conditions on Title X family-planning grants.
The lawsuit, filed in federal court in Maryland, argues the policy unlawfully threatens funding for reproductive health care, contraception, cancer screenings and other preventive services unless providers adopt Trump administration priorities.
The coalition says the conditions could penalize states and providers that maintain nondiscrimination protections or decline to reshape their programs around the administration’s stated approach to family planning.
The states are asking the court to prevent the requirements from taking effect while the case proceeds.
