Experts discussed misinformation, voter intimidation, election preparation and steps voters can take when facing registration or access problems.
Morelle criticized proposed federal measures that he said could make voter registration more difficult and require states to provide private voter data.
Jeffries accused President Donald Trump and Republican leaders of attempting to undermine confidence in elections ahead of the midterms.
The hearing came as the Trump administration appeals a court ruling that blocked its effort to obtain private voter information from New York.
