The Seneca County Board of Supervisors are scheduled to consider a sewer grant application worth more than $1 million and acceptance of $300,000 for septic system replacements during committee and special board meetings in Waterloo.
The special board meeting is set for Tuesday at 6 p.m. at the Seneca County Office Building.
Sewer and septic funding
One resolution would authorize the county to seek up to $1,346,307 through the state Water Quality Improvement Project program for upgrades recommended by an inflow and infiltration study of Sewer District No. 2. The county would provide a 25% match of up to $269,262.
A second resolution would accept $300,000 through the fifth round of the state Septic System Replacement Fund. The proposed program would reimburse property owners in designated priority areas for 50% of eligible project costs, up to $10,000.
Eligible areas currently include specified locations around Cayuga Lake, Seneca Lake and the Seneca River, also known as the Cayuga-Seneca Canal. The funding term has not been finalized but is expected to begin in 2026 and last up to three years.
Tax cap and facility work
The Ways and Means Committee is scheduled to consider introducing a local law that would allow the county to override the state property tax levy limit for its 2027 budget. The draft calls for a public hearing at 6 p.m. Sept. 8 at the county office building.
Public Works members will consider replacing 142 smoke detectors that failed their latest inspection at the Seneca County Courthouse in Waterloo. The proposed agreement with Doyle Security Systems would cost no more than $24,170.
The committee also will review a $151,412.78 increase in the county’s state snow and ice agreement after costs exceeded the estimate for the 2025-26 season. The adjustment would raise the estimated expenditure from $409,996.12 to $561,408.90.
Health, environment and contracts
Health and Human Services members will weigh a $31,050 state Immunization Action Program grant and a juvenile supervision plan eligible for up to $40,051 in state reimbursement. The committee also will consider preschool service agreements and weatherization contracts.
The Contracts, Procurement and Negotiations Committee is scheduled to review a one-time $130,146 opioid settlement award to United Way of Seneca County for prevention and harm-reduction work. Another proposal would authorize a contract of up to $1.5 million with C&S Companies for environmental assessments and cleanup planning under a federal brownfields grant.
Other agenda items include a roughly 1-mile snowmobile trail reroute west of the Interlaken Sportsmens Club and agreements for county code enforcement to administer floodplain rules for the towns of Lodi, Seneca Falls and Covert.
The committee agenda is labeled tentative, and the sewer and septic resolutions on the special meeting agenda are marked pending committee approval.
