A Wolcott man was arrested after Wayne County deputies investigated a domestic incident at Norwin’s Campground in Lyons.
The Wayne County Sheriff’s Office said Richard Harper, 55, of New Hartford Street in Wolcott, was arrested following an incident that happened Saturday evening.
Deputies allege Harper shoved a victim onto a bed, held the person down by placing his hand on their neck and straddled the victim.
Harper was charged with second-degree harassment, criminal obstruction of breathing and second-degree unlawful imprisonment, according to the sheriff’s office.
Deputies also said Harper was taken into custody under Section 9.41 of the Mental Hygiene Law because of statements made through text messages and to deputies.
Harper was scheduled to answer the charges in Wayne County centralized arraignment court at 7 p.m. June 21.
