Penn Yan police make multiple arrests tied to protection order investigations

Penn Yan police reported a series of recent arrests connected to alleged order of protection violations, criminal contempt cases, and false identification investigations in and around the village.

Police said Morgan C. Rogers, 29, of Dundee, was arrested following a traffic stop on Brown Street after officers responded to reports of a domestic incident inside a moving vehicle entering the village. During the investigation, officers determined the people involved were allegedly violating an active stay-away order of protection. Police said Rogers falsely identified herself as a family member before officers confirmed her identity. She was charged with second-degree criminal impersonation and released with an appearance ticket for Penn Yan Village Court.


In a related incident, police arrested Jacob D. Catlin, 36, of Dundee, after officers allegedly found him in the presence of a person protected by an active stay-away order of protection. Catlin was charged with second-degree criminal contempt and transported to the Yates County Jail to await centralized arraignment. Police said additional charges are pending.

Penn Yan police also reported two separate arrests involving Robert T. Sherlock, 58, of East Syracuse.

In one case, police said Sherlock was arrested following an investigation into an anonymous Tip411 complaint received by Yates County Dispatch. Investigators determined the complaint was allegedly intended to harass a protected party named in an Auburn City Court stay-away order of protection. Police said the report was made to force unwanted contact with the protected person. Sherlock was processed at the Yates County Jail pending centralized arraignment.

In a separate matter, Penn Yan police said Sherlock was arrested on a bench warrant issued by Penn Yan Village Court and an arrest warrant issued by Yates County Court charging him with multiple counts of first-degree criminal contempt and aggravated family offense. Authorities said the Onondaga County Sheriff’s Office took Sherlock into custody on May 7 before transferring him to Penn Yan police.

Police also arrested Kevin E. DuRoss, 50, after officers responded to a report of an order of protection violation at a village residence. Investigators said DuRoss was found inside the home of a protected party who had an active stay-away order against him. He was charged with second-degree criminal contempt and later released with an appearance ticket for Penn Yan Village Court.
