Penn Yan board to weigh $7.3 million water plant project, tax cap repeal and summer events

Penn Yan village officials will tackle a packed agenda Tuesday night that includes a major increase in projected costs for water treatment plant improvements, several proposed local laws, and approvals for summer events and downtown outdoor dining permits.

The Village Board is scheduled to meet at 6 p.m. Tuesday, May 19, at Village Hall on Elm Street. One of the meeting’s biggest items will be a public hearing tied to a planned Community Development Block Grant application for improvements to the village water treatment plant.

Board members are expected to consider a revised bond resolution increasing the estimated maximum cost of the water treatment plant project from $5.61 million to $7.33 million. The resolution will require a roll call vote.

Supporting documents show the village plans to pursue CDBG funding to help offset costs associated with the project, citing affordability concerns for village residents and property owners.

Trustees will also consider repealing the village’s tax cap waiver for the 2026-27 fiscal year and schedule a public hearing on the proposed change for June 16.

Several proposed local laws are on the agenda, including changes that would reserve the Main Street pull-off area behind Penn Yan Middle School for school buses only during school hours. Village police officials said the change is intended to improve pedestrian safety for students.

The board is also expected to schedule hearings on updates to the village’s “Games of Chance” code and formally adopt an updated version of the Village Code.

Summer recreation and event requests make up another major portion of the meeting.

Trustees are expected to approve sidewalk dining permits for Keuka Restaurant, Burnt Rose Wine Bar and Mustang Pub and Grill, contingent on updated insurance and licensing documentation.

The board will also consider approving the Penn Yan Academy Operation Graduation motorcade scheduled for June 26, which would travel from the academy through Court Street, Main Street and Lake Street before heading to Camp Cory.

Another major event request involves the Peasantman “Steel Distance” Triathlon, which is planned for Aug. 17 at Indian Pines Park. Event setup would begin Aug. 12, with portions of the race route running through village streets including Route 14A/364, Court Street, Burns Terrace and Route 54A.

Municipal Utilities items include emergency procurement authorization for insulator replacement on a 34.5-kilovolt electric line, engineering contracts connected to the Outlet Trail interceptor sewer replacement project, and approval of multiple annual chemical supply bids for the village’s water and wastewater treatment facilities.

Personnel matters are also on the agenda, including the retirement of Line Crew Chief Charlie Bush, the resignation of a court clerk, and the appointment of Johanna Hullings as deputy clerk-treasurer at a $70,000 annual salary.

The board is additionally expected to withdraw and de-obligate $180,000 in economic development CDBG funding connected to Finger Lakes Economic Development Center and Spuds Diner LLC, which operates Penn Yan Diner.
