Seneca supervisors to review budget changes, fees at special committee meeting

The Seneca County Board of Supervisors will review proposed budget amendments and discuss several financial policy issues during a special Ways and Means Committee meeting Tuesday. The committee is scheduled to meet at 11:30 a.m. in Waterloo.

Four discussion items are listed with no formal vote planned, including a proposed vehicle charging station fee, the county credit card policy, online payment solutions and 2025 sales tax sharing.

Committee members will also consider a resolution authorizing amendments to the 2025 county budget.

According to the proposal, several adjustments would shift funds within departments without increasing the overall budget.

In the District Attorney’s Office, the plan would move $25,020.44 from full-time wages to part-time wages.


Health insurance line items would be adjusted across multiple departments, decreasing some accounts and increasing others by a combined total of more than $83,000.

The Water District budget would increase metered water sales revenue by $164,327, with corresponding increases in salaries, utilities, water purchases and related expenses.

Sewer District No. 1 would use $14,650.09 from fund balance to cover higher utility and contractual costs.

The proposal also shifts $80,543 from part-time wages to medical fees in the jail budget to cover 2024 invoices.

Additional changes within the Department of Human Services would reallocate more than $200,000 among child care, safety net, training school and child support enforcement contractual lines.

The resolution states the Finance Department would be authorized to make the necessary accounting entries if approved.
