Seneca supervisors to consider sewer cost increases, major airport grants and multiple contracts

The Seneca County Board of Supervisors will review a wide-ranging agenda tomorrow. Items include setting public hearings on multimillion-dollar sewer district cost increases, accepting state and federal airport grants, approving equipment purchases, and considering several health, public safety, and administrative actions.

The meeting begins at 6 p.m. and includes sessions of several standing committees.

Sewer district public hearings

The Public Works & Infrastructure Committee will consider resolutions setting public hearings on proposed increases in the maximum estimated cost of improvements in Sewer District No. 1 and Sewer District No. 2.

For Sewer District No. 1, the maximum estimated project cost would increase from $8,799,000 to $11,798,679. The board previously determined in 2021 that the project was in the public interest at the lower amount. The updated estimate reflects increased costs, with the maximum annual net cost to a typical property now estimated at $56.52, taking into account additional anticipated grant funding.

A public hearing on the proposed increase would be held April 14, 2026, at 6 p.m. at the Seneca County Office Building, 1 DiPronio Drive, Waterloo.

For Sewer District No. 2, the maximum estimated project cost would increase from $21,000,000 to $23,560,432. The estimated maximum annual net cost to a typical property is now projected at $114.10, factoring in additional anticipated grant funding. A public hearing on that increase is also proposed for April 14 at 6 p.m. at the County Office Building.

Airport grants and infrastructure

Supervisors will consider accepting a 2024 Aviation Capital Grant from the New York State Department of Transportation for up to $1,750,000 for the design and construction of a new equipment maintenance and storage building at the Finger Lakes Regional Airport.

The total estimated project cost is $1,918,000. Of that, $1,575,000 would be funded by NYSDOT, $175,000 would be a local share, and $168,000 for site work would be covered under a federal grant.

The committee will also consider applying for and accepting Federal Aviation Administration and NYSDOT grants to design a new Automated Weather Observation System at the airport. The funding breakdown would include $65,866 from the FAA, $1,733 from NYSDOT and a $1,734 local share.

Other public works items include:

  • Approval of a $29,479.08 yearly service agreement with Day Automation for surveillance, access control and building management systems at several county facilities.
  • Purchase of two 2027 International HX520 ten-wheelers for $362,143.94.
  • Purchase of a Bobcat T770 compact track loader for $83,106.41.
  • Purchase of two Ford pickup trucks for $94,517.68.
  • Acceptance of a $337,000 bid from CP Ward Inc. for bridge deck replacements on County Roads 120 and 131, funded through CHIPS funds.
  • Authorization of Barton & Loguidice to provide engineering services for the CR 136A Mill Street over Mill Creek Bridge NY project.

Economic development and housing

The Economic Development, Tourism & Housing Committee will discuss whether to opt in or opt out of S.820, the New York State Short Term Rental Registry. The agenda notes the item is for discussion and feedback only.

Supervisors will consider approving a $2,500 Tourism Promotion & Development Grant to the Lodi Historical Society in support of the Town of Lodi’s bicentennial celebration.

Other proposed actions include proclaiming April 2026 as Fair Housing Month, reappointing Jill Henry as Seneca County Fair Housing Officer, authorizing snowmobile trail grant applications and agreements with the Twin Lakes Snowmobile Association and the Seneca Sledders Snowmobile Association, appointing Marie Weiss to the Seneca County Funding Corporation and issuing a request for proposals to draft a Village of Ovid revitalization plan.

Health and human services

The Health & Human Services Committee agenda includes a proposed $28,000 contract with Joni Gustafson for nursing services in the Mental Health Department.

Supervisors will also consider directing preparation of a request for proposals for a comprehensive electronic health record system for the Mental Health Outpatient Clinic, with the current vendor contract set to expire Dec. 31, 2026.

Other items include approval of 2026 Community Services Board appointments, solicitation of bids for a weatherization-related abatement project, acquisition of a used 2022 Ford E350 box van for the Weatherization Department at no cost, declaration of a 2006 Ford F-450 pickup as surplus, and several public health grant actions.

Those include:

  • Calling on Gov. Kathy Hochul and the state Legislature to restore funding for the Healthy Neighborhoods Preventive Health Cornerstones Grant.
  • Authorizing a year-five contract with the New York State Department of Health for the $125,432 Healthy Neighborhoods grant.
  • Accepting a $29,350 Tobacco Enforcement Grant.
  • Accepting a $102,070 Water Enhancement Grant.
  • Authorizing a contract with United Way of Seneca County, not to exceed $81,342 from April 1, 2026, through March 31, 2029, for anti-vaping and vaping abatement programming funded through JUUL settlement funds.

Public safety and contracts

In public safety matters, supervisors will consider authorizing the Sheriff’s Department to apply for the U.S. Department of Justice FY25 Kevin and Avonte Program grant, which offers up to $150,000 with no county match required, to enhance the Project Lifesaver Program.

The board is also scheduled to appoint Toni DiGiovanni as Secretary/Treasurer of the Seneca County STOP-DWI Program with an annual $5,000 stipend funded through STOP-DWI revenue.

Under Contracts, Procurement & Negotiations, supervisors will consider an intermunicipal agreement with the Town of Fayette for court security services provided by the Sheriff’s Department at reimbursement rates of $35 per hour for a Special Patrol Officer and $55 per hour for a Deputy Sheriff, effective Jan. 1 through Dec. 31, 2026.

The board will also consider awarding bid R2025-006 to MMTG and Associates, LLC, for correctional facility medical director and doctor services under a proposed three-year contract, and authorizing a budget transfer and agreement with Geneva General Hospital for autopsy services.

The Human Resources Committee agenda includes refilling multiple vacant positions across departments and reclassifying Employment & Training Counselors to Senior Employment & Training Counselors after three years of satisfactory service. Supervisors will also consider abolishing the Coordinator of Children’s Services position and creating and filling a Mental Health Clinical Therapist position.
