RRH names new network president

Rochester Regional Health announced a new leader for a key part of its care delivery system.

Melissa Gardner will become president and chief operating officer of the Rochester Regional Health Clinically Integrated Network, effective Jan. 25.


RRH said the appointment reflects its focus on high-quality, cost-effective care across the region. In the role, Gardner will oversee strategy and performance for the health system’s clinically integrated network, with an emphasis on value-based care and population health.

The Clinically Integrated Network brings together employed and affiliated providers across multiple specialties. RRH said the model aims to improve quality, outcomes, and coordination of care while managing overall costs.

“Melissa brings deep experience in population health, value-based care, and regional collaboration,” said RRH Chief Executive Officer Richard “Chip” Davis. He said her leadership will strengthen integrated care and support access and affordability.

Chief Operating Officer Jennifer Eslinger said Gardner has a strong track record of improving outcomes while reducing inefficiencies. “She will be an outstanding partner to our physicians and operational leaders,” Eslinger said.

Gardner brings more than 20 years of senior leadership experience. She most recently served as executive vice president and chief population health officer for Lifetime Healthcare Companies, overseeing care for more than 1.5 million members across Medicare, Medicaid, and commercial plans. RRH said her work there helped generate more than $1.5 billion in gross savings through value-based contracts and cost management programs.

Her career also includes leadership roles at Excellus BlueCross BlueShield and service on several regional health and community boards.

Gardner holds a master of public health degree from the University of North Carolina and a bachelor’s degree in health administration from Ithaca College.
