Travelers flying through Rochester’s Frederick Douglass Greater Rochester International Airport will now experience a transformed terminal, expanded community spaces, and modern amenities — all part of a sweeping $38 million upgrade project completed this month.
Governor Kathy Hochul announced the completion of the Rochester project on Dec. 2, highlighting it as a centerpiece of New York’s broader effort to modernize airports across the state through the $230 million Upstate Airport Economic Development and Revitalization Competition.
The Rochester airport received $18 million in state funding to support the transformation, which included major upgrades to the terminal entrance, ticketing, and baggage claim areas. New natural lighting, LED fixtures, and a redesigned entry canopy were installed to enhance passenger flow and comfort. A new mobile app now provides real-time updates on flights, parking, and airport services.


Beyond functionality, the project brought a cultural and community focus to the airport. It features a new Frederick Douglass Legacy Area, which transformed the old observation deck into an educational exhibit honoring Douglass’s life and impact. An expanded Veterans Area, named for Marine Corporal William T. Perkins Jr., pays tribute to Rochester’s service members with a dedicated space for reflection and remembrance.
“This project ensures that our airport teaches about our city’s past, leaves a lasting impression, and provides a modern, seamless experience for travelers,” said State Senator Jeremy Cooney.
Monroe County Executive Adam Bello praised the transformation, saying the airport now offers “top ten amenities and services” while also improving behind-the-scenes infrastructure like HVAC systems, baggage belts, and four new jet bridges.
Ogdensburg airport also celebrates expansion
Alongside the Rochester announcement, Governor Hochul also celebrated the completion of a $25 million overhaul of Ogdensburg International Airport. Supported by $18 million in state funding, the project modernized the terminal and created a new multipurpose “Great Room” to serve as a community gathering space.
Located near the U.S.-Canada border, the upgraded Ogdensburg facility now features expanded ticketing and screening areas, new restrooms, improved security, updated HVAC systems, and outdoor courtyards. The project also added electric vehicle charging stations and is preparing for future solar panel installations.
Ogdensburg Mayor Michael J. Tooley called the project “a regional game changer,” adding that it will help attract more travelers, businesses, and tourism to the North Country.
Statewide effort continues
With Rochester and Ogdensburg now complete, six airport projects have wrapped under the upstate revitalization initiative. Additional work is underway at Albany International, Adirondack Regional, and Watertown International Airports, with completion expected in 2026.
Governor Hochul emphasized the broader impact: “One project at a time, we are transforming airports all across New York — enhancing the passenger experience, infusing economic activity into local economies, and creating more welcoming and efficient services for travelers.”
