REPORT: Contractors still unpaid after Yates County building project

A year after Yates County opened its new emergency services and health facility, two contractors say they’re still owed money, Finger Lakes Times reports.


Lloyd Mechanical and Landry Mechanical say Highway Superintendent Doug Rapalee withheld final payments, claiming their work was faulty. But both companies say they weren’t given a chance to inspect or fix the issues before Rapalee brought in other vendors and demanded repayment.

Emails and engineering reports reviewed by the Times show no code violations. One contractor even agreed to a $11K deduction, hoping to close the matter — but payment remains unresolved.
