A Waterloo man already behind bars is now facing a long list of new charges tied to a string of disturbing incidents earlier this month.
Police say 33-year-old Andrew L. Kappesser was arrested on October 14 following an investigation into four separate events — three on October 4 and another on October 7.
According to the Waterloo Police Department, Kappesser allegedly returned to a residence he’d been banned from and entered the backyard after speaking with a juvenile. Officers say he got into a verbal dispute with the child, which escalated when he attempted to throw a tire at them.
Later that same day, he reportedly returned to the property, performed a burnout in front of the home, and left a large cloud of smoke and tire debris behind. Police say he then drove onto another person’s private property, where he continued to do burnouts for several hundred feet — damaging the asphalt and leaving deep tire marks.
Kappesser is also accused of threatening a victim to prevent them from contacting police.
He was charged with:
- Criminal mischief in the second degree
- Intimidating a victim or witness in the third degree
- Menacing in the third degree
- Stalking in the fourth degree
- Three counts of endangering the welfare of a child
- Reckless driving
He also received traffic citations for multiple violations, including unsafe starting, failure to signal, and depositing refuse on a highway.
At the time of his arrest, Kappesser was already in custody at the Seneca County Correctional Facility. Police say an order of protection was requested for the victim.
