A state audit flagged excessive overtime costs at Penn Yan’s water treatment plant — totaling over $338,000 — but found no wrongdoing, according to the Finger Lakes Times.
The Comptroller’s report said village officials failed to monitor or control overtime properly, especially weekend shifts, which were automatically billed as overtime under union rules. The village began fixing the issue before the audit, launching schedule reviews and documentation improvements in early 2025.
Two plant employees have since resigned, though officials say it’s unrelated to the audit.
