Penn Yan board approves land annexation and police vehicle in special meeting

In a unanimous decision Tuesday, the Village Board of Penn Yan approved a series of measures including a major land annexation, a new police vehicle purchase, and key staffing changes at the wastewater treatment plant.

During the July 29 special meeting, the board voted 7-0 to adopt a resolution authorizing the annexation of a 12-acre parcel owned by Yates Cultural and Recreational Resources. The parcel includes the Yates Community Center, and the annexation clears the way for village oversight and potential future development.


Trustee Kevin McLoud introduced the motion for annexation, with Trustee Norm Koek seconding. Mayor Danny Condella and all six trustees voted in favor following a brief discussion prompted by Trustee Dan Henries. Henries questioned a clause in the resolution concerning municipal indebtedness. Village Attorney Ed Brockman explained that General Municipal Law requires any debt related to annexed property be assumed by the annexing municipality.

Jill Bird, a member of the public, thanked the board for approving the annexation.

The board also approved a $247,458.33 drawdown for the Waste Water Treatment Plant Headworks as part of the ongoing CDBG Project #895PR143-23. Additionally, they voted to award the purchase of a 2026 Dodge Durango Police Pursuit vehicle to Joe Cecconi’s Chrysler Complex, which submitted the lowest bid at $41,889.65.

In response to a recently announced audit by the New York State Comptroller’s Office, the board authorized the temporary creation of an additional Chief Water Treatment Plant Operator position. They then appointed William Wigsten to the role at Group XI Step 9, with a pay rate of $38.68 per hour, retroactive to July 25.

The board entered two executive sessions and a closed session with legal counsel during the meeting. Those sessions addressed employee work history and legal matters, though no further details were disclosed.
