Scipio woman arrested for obstruction after investigation

A Scipio woman was arrested for obstructing law enforcement weeks after refusing to exit her vehicle during a roadside traffic stop.

Shawna A. Flanigan, 42, was charged with obstruction of governmental administration following a June 7 incident in the city of Auburn.


According to the Cayuga County Sheriff’s Office, a deputy had pulled over Flanigan for seatbelt violations and an uninspected vehicle. During the stop, Flanigan was found to be driving with a suspended license and refused to exit the vehicle so it could be towed.

She was issued tickets on the scene and told she would be contacted about further charges. On July 5, she turned herself in and was issued an appearance ticket returnable to Auburn City Court on July 11 at 9:15 AM.
