Two individuals have been arrested in Chemung County on multiple felony charges related to the sexual assault and exploitation of a 1-year-old child, according to New York State Police.
Grace E. Balthazor, 33, of Elmira, and Devin G. Lavalley, 37, of Burlington Flats, were taken into custody on July 2 following a disturbing investigation that revealed both the predatory sexual assault of a child and the video recording of the incident.
Both suspects have been charged with Predatory Sexual Assault Against a Child, a class A-II felony, and Use of a Child in a Sexual Performance, a class C felony.
The arrests followed a joint investigation led by the State Police at SP Horseheads, with assistance from the State Police Computer Crimes Unit and the SP Sidney Bureau of Criminal Investigation. Authorities say the case involved the assault of a 1-year-old female victim and the production of explicit video evidence.
Balthazor and Lavalley were arraigned in Elmira City Court and remanded to the Chemung County Jail without bail. Additional court proceedings are pending.
State Police say the investigation remains active and ongoing.
