New Poll: Majority Oppose GOP Budget Bill as Trump Approval Drops on Key Issues

A new national poll from Quinnipiac University finds that a majority of registered voters oppose the Republican-backed tax and spending proposal known as the One Big Beautiful Bill Act, while support for Medicaid funding remains strong and President Donald Trump’s job approval continues to decline on several fronts.

Released June 11, the poll surveyed 1,265 registered voters nationwide between June 5–9, with a margin of error of ±2.8 percentage points.

GOP Budget Bill Faces Broad Opposition

The proposed bill, backed by President Trump and pushed for passage by July 4, is opposed by 53% of voters, with only 27% supporting it and 20% unsure.

  • Among Republicans, 67% support the legislation, while 10% oppose and 22% have no opinion.
  • Among Democrats, 89% oppose it.
  • Among independents, 57% oppose it, compared to just 20% in support.

Medicaid Support Remains Strong

Despite proposed spending changes, 47% of voters say federal Medicaid funding should increase, while 40% think it should stay the same. Only 10% want funding reduced.

Support for more Medicaid funding breaks down as follows:

  • 69% of Democrats want increased funding.
  • 47% of independents agree.
  • Just 21% of Republicans support an increase, with 56% preferring no change.

“As Medicaid’s future as a healthcare safety net for millions suddenly becomes uncertain, voters make it clear they want the 60-year-old program to be handled with care,” said Quinnipiac Polling Analyst Tim Malloy.

Trump’s Approval Slips, Especially on Foreign Policy

President Trump’s job approval stands at 38%, down from 41% in April. His handling of the Russia–Ukraine war received his lowest marks, with just 34% approval and 57% disapproval.

Other issue-based approvals include:

  • Immigration: 43% approve, 54% disapprove
  • The economy: 40% approve, 56% disapprove
  • Trade: 38% approve, 57% disapprove
  • Israel–Hamas conflict: 35% approve, 52% disapprove
  • Deportations: 40% approve, 56% disapprove
  • Universities: 37% approve, 54% disapprove

On combating antisemitism, Trump earned 36% approval and 49% disapproval.

Confidence in Global Stability Is Low

Poll results show widespread pessimism:

  • 77% of voters are not confident that Israel and Hamas will reach a permanent ceasefire.
  • 69% are not confident Russia and Ukraine will agree to a lasting peace.
  • 64% of voters express concern about the possibility of Russia using nuclear weapons.

Elon Musk and DOGE Get Mixed Reviews

Public opinion on Elon Musk and the Department of Government Efficiency (DOGE) remains divided. Only 30% view Musk favorably, while 57% view him unfavorably.

When asked to rate DOGE’s performance:

  • 38% rated it excellent or good (20% excellent, 18% good)
  • 57% said not so good or poor

Congress and Key Officials Underwater in Approval

  • Republicans in Congress: 32% approve, 61% disapprove
  • Democrats in Congress: 21% approve, 70% disapprove
  • Robert F. Kennedy Jr. (HHS Secretary): 38% approve, 53% disapprove
  • Pete Hegseth (Defense Secretary): 37% approve, 46% disapprove

Other Highlights

  • 44% of Americans trust their doctor most when deciding about vaccines; only 5% trust RFK Jr.
  • 64% support automatic U.S. citizenship for children born in the U.S.
  • 74% view international students as a positive force for American universities
  • On Middle East sympathies: 37% side with Israelis, 32% with Palestinians, marking a record low for Israeli support and high for Palestinians since 2001.
