Despite $15M fine, Tulley launches new Lyons eatery

David Tulley is opening a new restaurant and convenience store in Lyons, even as a $15.2 million state judgment looms over him. According to the Finger Lakes Times, Tulley, previously fined for illegal cannabis sales, is pivoting to a weed-free venture called Black Apple Bodega Featuring the Villain Grill.


Set to open July 4, the Canal Street location will serve meals all day, including milkshakes, tacos, and themed subs like the “Bunker Buster.” Tulley insists this is a fresh start, distancing himself from cannabis and aiming to revitalize downtown Lyons. He’s also running for town supervisor and governor.

Despite state seizures and legal setbacks, Tulley remains defiant, saying he won’t pay more toward the fine. He hopes his diner-style concept and bold persona can remake both his image and the town’s.
