Watkins Glen completes $10M downtown revitalization initiative

Clute Park playground ribbon cutting marks the final milestone in multi-year revitalization plan

Watkins Glen has completed its ambitious Downtown Revitalization Initiative (DRI), capping off the multi-year, $10 million transformation of its downtown with the ribbon cutting of a new ADA-compliant playground at Clute Park.

The 12,000-square-foot playground includes inclusive features such as accessible swings, a carousel, ramps, and water-permeable play surfaces. It was funded by $250,000 from the DRI and $375,000 from the Environmental Protection Fund’s Local Waterfront Revitalization Program.

This marks the final of eight DRI-funded projects and 16 additional improvements supported through the village’s multisite project fund. Combined, the developments represent over $1.9 million in community-focused investments.

Key completed DRI projects in Watkins Glen

Beyond the playground, the village completed a wide range of infrastructure and economic development initiatives:

  • Mixed-income housing and childcare center: $500,000 helped fund 42 new apartment units and a 5,000-square-foot daycare facility.
  • Year-round recreation at Clute Park: A $5.9 million upgrade included an ice rink/splash pad, event center, and bathhouse, supported by nearly $3 million in DRI funding and $2.5 million from the EPF.
  • Captain Bill’s redevelopment: $500,000 to reimagine the Seneca Lake cruise terminal and add event space.
  • Housing and fitness space: A vacant medical office was turned into five apartments, and the nearby VFW building became a fitness center with residential units above.
  • Franklin Street lighting: $1.5 million improved streetscapes and coordinated with NYSDOT roadwork.
  • Gateway signage: $644,875 installed entry and wayfinding signage to promote walkability and tourism.
  • Zoning code updates: $50,000 supported revisions to guide development and address short-term rental concerns.
  • Lafayette Park upgrades: $276,047 enhanced lighting, equipment, and accessibility in one of the village’s key public spaces.

Revitalization strategy builds on local assets

Watkins Glen was named the Southern Tier winner of the second round of the DRI in 2017. Its Strategic Investment Plan focused on:

  • Enhancing waterfront access
  • Promoting arts and entertainment
  • Increasing walkability and housing diversity
  • Attracting new businesses and jobs
  • Strengthening year-round tourism tied to Seneca Lake and the local racetrack

State officials praise collaborative success

State leaders celebrated the achievement, emphasizing its role in regional economic development.

“Watkins Glen has truly demonstrated what successful revitalization looks like,” said Secretary of State Walter T. Mosley. “These investments will have lasting benefits for the community and the entire Southern Tier.”

RuthAnne Visnauskas, Commissioner of New York State Homes and Community Renewal, highlighted the importance of the $16 million in total investments in enhancing housing, recreation, and economic resilience.

Transportation Commissioner Marie Therese Dominguez noted Watkins Glen’s improvements set a precedent for other main street initiatives in the region, including recent work in Canisteo and Montour Falls.

What’s next for Watkins Glen?

In recent years, the village has also benefited from a $7.2 million resurfacing and safety enhancement project along State Route 14, including traffic-calming features and commemorative elements honoring its racing heritage.

Looking forward, state programs like the $100 million Pro-Housing Supply Fund may open new funding opportunities, especially for municipalities like Watkins Glen that align with New York’s broader housing and infrastructure goals.

Village Mayor Laurie DeNardo called the DRI implementation “a transformation of vision into reality,” noting the long-term benefits of creating a vibrant, connected, and livable community.
