Proposed 72-unit facility in Geneva historic district draws criticism

A five-story housing facility proposed for downtown Geneva is facing mounting scrutiny as it seeks multiple zoning variances to move forward.

Lakeview Health Services is behind the project, which would create a 72-unit residential complex exceeding 19,000 square feet. The facility is planned for a parcel currently owned by the Finger Lakes Times, fronting Genesee, Castle, and Colt Streets—within Geneva’s designated historic commercial district.

Thirty-six of the proposed units are intended for tenants qualifying through the Office of Mental Health, including individuals diagnosed with psychiatric conditions, substance use disorders, and those at risk of homelessness. The remaining units would be reserved for low-income applicants served by Lakeview Health Services.

However, the proposed building conflicts with Geneva’s recently enacted Zoning Code. Lakeview has applied for significant exemptions, including reduced on-site parking, and a footprint that brings the structure closer to lot lines and adjacent historic buildings than the law currently permits.

“The proposed building is just too big,” said downtown resident and developer David Linger. “Lakeview Health Services is asking for special permission to build a five-story building right up to the lot lines. The community has worked so hard to improve downtown. This project would adversely affect Geneva’s historic business district.”

Linger emphasized his support for appropriately scaled infill development, but questioned the scope of the requested variances. “Common sense should prevail, but the public needs to have their voices heard,” he said.

Public comments will be accepted at two upcoming meetings: the Geneva Planning Board on May 21 and the Zoning Board of Appeals on May 27. Both sessions will be held at Geneva City Hall at 6 p.m. Written comments may also be submitted to the Geneva City Clerk in advance.
