PPL issues $395M in payments to 165,000 CDPAP caregivers during fourth statewide payroll cycle

Public Partnerships LLC (PPL) announced it has issued more than $395 million in payments to 165,000 caregivers under New York’s Consumer Directed Personal Assistance Program (CDPAP) during the fourth week of the state’s new centralized payroll system.

PPL, the nation’s leading financial management services provider for Medicaid self-directed care, continues to process payroll for thousands of personal assistants (PAs) each week. About 80% of registered PAs submitted timesheets for the latest payroll cycle, which requires all time entries to be submitted by Saturday at 11:59 p.m. ET for payment the following Thursday.


Transitioning to a single fiscal intermediary

PPL became New York’s sole statewide fiscal intermediary after reforms aimed at improving program integrity. These changes consolidated more than 600 former fiscal intermediaries into one accountable entity following widespread reports of fraud, waste, and abuse.

“While change can be difficult, it is necessary to protect the program and ensure Medicaid funds are directed to individuals who need care,” said PPL President Maria Perrin. She cited a $68 million fraud indictment involving prior fiscal intermediaries as a driving force behind the reforms.

Supporting consumers and caregivers

PPL has expanded its support network to help CDPAP consumers and caregivers navigate the transition. Resources include:

  • A comprehensive Resources page with videos, guides, and FAQs.
  • Daily webinars and live information sessions.
  • In-office appointments and partnerships with 45 facilitators statewide.
  • Customer support services available six days a week in nine languages.

To log time and approve hours, caregivers can use PPL’s Time4Care mobile app or the EVV telephony system. The Time4Care app is available in 11 languages and is tailored for users in self-directed care programs.

PPL reminds personal assistants that registration and required documentation, such as I-9 forms, must be completed before timesheets can be processed. The company actively reaches out to PAs who submit timesheets but have not finished registration, offering guidance to complete the process.
