Following two inmate deaths and a correctional officer strike, New York lawmakers are pushing for broader prison reform. Gov. Kathy Hochul proposed limited earned time credits for nonviolent offenders with good behavior, but critics say the plan doesn’t go far enough.
While Hochul emphasized safety and excluded those convicted of murder or sexual offenses, some legislators argue the policy should apply more broadly to encourage rehabilitation. Lawmakers are also debating a proposal to lower the age for correction officers amid staffing shortages.
With trust in the prison system eroding, legislators are calling for independent oversight, mental health resources, and a transparent process beyond budget talks. Broader reforms, including expanded parole and sentencing changes, are expected to dominate the rest of the legislative session.
