NY Moves Closer to Statewide School Cellphone Ban

New York is advancing a statewide “bell-to-bell” school cellphone ban, with Gov. Kathy Hochul pushing legislation to limit student use of smartphones and earbuds throughout the school day.


The proposal, tied to ongoing state budget talks, aims to reduce classroom distractions and address youth mental health concerns. It would apply to all public schools, charter schools, and BOCES, with exceptions for students needing phones for learning or translation. Schools would also be required to ensure parents can reach students in emergencies.

Backed by $13.5 million in funding, the plan mirrors bans in other states and enjoys broad bipartisan support. Hochul says it’s a crucial step to free students from digital addiction.
