Wayne Supervisors Meet Tuesday: What’s On The Agenda?

The Wayne County Board of Supervisors will meet Tuesday at 9 a.m. at the Wayne County Courthouse in Lyons featuring a full agenda spanning public safety, infrastructure improvements, health services, and social programs.

The session opens with proclamations recognizing Public Safety Telecommunicators Week, Corrections Officer Week, Police Officer Week, and several other awareness observances.


Public Hearing on Water Law

At 6:10 p.m., the board will hold a public hearing on Local Law 3 of 2025, which would add Chapter 165 to the Village Code to address cross-connection control and backflow prevention in the public water system​.

Public Safety and Emergency Services

Among the numerous resolutions up for vote are several related to public safety, including:

  • The appointment of Paul Fera as Wayne County EMS Coordinator.
  • Authorization to purchase a replacement EMS vehicle following a crash in Newark.
  • Approval of a contract for a new ambulance and related budget amendments.
  • Multiple clinical affiliation agreements for EMS student training programs.
  • Purchase of a jet ski for the Marine Division of the Sheriff’s Office.
  • Creation of two additional court security positions and multiple amendments to public defender and probation department programs​.

Health and Mental Health Initiatives

The Board will also vote on measures including:

  • Hiring a part-time psychiatrist via telehealth for Wayne Behavioral Health Network.
  • Creating a new supervisory nurse position in the mental health department.
  • Accepting a $50,000 state grant for workforce retention in the mental health sector.
  • Agreements with Lyons Veterinary Clinic for rabies specimen and vaccination services.
  • New data-sharing agreements with the NYS Department of Health and TogetherNow health platform​.

Social Services and Youth Programs

Several resolutions from the Department of Social Services are slated for approval, such as:

  • Contracts for foster care billboard advertising during National Foster Care Month.
  • A forensic nursing agreement with St. Peter’s Health Partners for child victims.
  • A new provider contract for PINS-D (Persons in Need of Supervision) diversion services.
  • Authorization to accept adoption and kinship care incentive funding​.

Infrastructure and Environmental Actions

The board will consider a comprehensive package of public works proposals, including:

  • More than $4.6 million in highway projects, covering over 20 individual road improvement initiatives.
  • A contract award for replacement of the nursing home cooling tower.
  • A new contract for wastewater testing services.
  • Authorization for solar energy credit purchases through Nexamp.
  • Mowing agreements with five townships for roadside maintenance​.

Governance and Appointments

The agenda includes:

  • Appointment of Samantha Wilson as Director of Veterans Services.
  • Adoption of a revised Information Security and Accountability Policy.
  • Authorization for the Clerk to extend various Board of Elections grants.
  • Adoption of the county’s Local Solid Waste Management Plan​.

Intercounty Communications

The meeting packet includes a range of formal resolutions received from other counties—ranging from support for reforms to New York’s discovery laws and Raise the Age legislation, to calls for funding for agricultural district reviews and e-waste recycling relief​.

The meeting will conclude with a presentation by New York State Archivist Brian Keough and a tour of the Wayne County Records area in the Public Safety Building basement.
