Public Works Committee Approves Infrastructure and Maintenance Projects

Legislators approved the extension of bids for annual road material contracts and the renewal of roadside mowing agreements. A measure was also passed to allocate additional state funding for winter road maintenance, allowing for increased expenditures on salt and materials.
The committee referred a $220,000 security services contract for the county office building at 63 Genesee Street to the Ways and Means Committee after questions were raised about the bidding process. Additionally, a six-month lease extension for office space at 2 State Street was approved, with officials confirming that departments currently housed there will eventually relocate to Cayuga Community College.
Judicial & Public Safety Committee Moves Forward on Emergency Services Upgrades
The Judicial & Public Safety Committee reviewed 911 system maintenance agreements, including a six-month HVAC contract for the county’s backup emergency center. Legislators debated whether oversight of such contracts should remain under Public Safety or be transferred to the Public Works department, with no final decision reached.
Appointments to the Traffic Safety Board were also approved and forwarded for full legislative approval.
Health & Human Services Committee Addresses Funding Reallocations and Health Oversight
The Health & Human Services Committee approved the reallocation of $4,500 in unclaimed youth program funding, shifting the unused grant from Southern Cayuga Little League to Northern Cayuga Little League. Legislators noted that despite multiple outreach attempts, Southern Cayuga failed to claim the funds before the state-mandated deadline.
The committee also greenlit a resolution allowing the Public Health Department to contract professional engineers to review septic system and public water project applications. Officials cited staff shortages as a primary reason for outsourcing this work, emphasizing the need to maintain compliance with state water safety regulations.
Planning Committee Discusses Strategic Development and Zoning Adjustments
The Planning Committee discussed multiple grant opportunities, including potential funding for municipal infrastructure projects in Sterling and Fair Haven. Officials noted that recent environmental planning efforts have positioned Cayuga County to receive state-supported flood mitigation grants.
The committee also approved a zoning amendment review for Mentz, with county planning staff clarifying that changes would remove transfer station approvals from the town’s zoning laws.
A resolution was passed to promote an Associate Planner to Principal Environmental Planner, with funding already included in the 2025 county budget.
Government Operations Committee Reviews DMV Fee Proposal, Clerk’s Office Vacancy
The Government Operations Committee reviewed a proposal to introduce a Cayuga County DMV user fee, which would charge $10 to $20 per vehicle registration. Proponents estimated the fee could generate $150,000 to $200,000 annually, aligning Cayuga County with similar fees already in place in Onondaga, Tompkins, and Monroe counties. The proposal, which requires New York State approval, was forwarded for further legislative consideration.
Committee members also addressed the recent resignation of County Clerk Michael Scanlon, with the governor’s office yet to confirm whether an interim appointment will be made. In the meantime, Oswego County officials have provided temporary clerical support to maintain operations.
