Whitesville Central School District voters will decide on January 28 whether to send students in grades 7-12 to Andover Central School for the next three years. The proposal addresses declining enrollment, with only 39 students projected for 2025-26, and teacher shortages.
The move aligns with recommendations from a recent optimization study, which advised against drastic changes or mergers while supporting a formal tuition agreement to ensure stability for secondary students. Whitesville’s K-6 program will remain unchanged and focused on personalized instruction.
If approved, the plan begins in September 2025. Whitesville and Andover already share sports teams and have previous tuition agreements for select grades. Both districts are small, with school buildings just 11 miles apart.
