New York’s ConnectALL program to deploy $644M in broadband funding, closing digital divide

New York State is making a $644 million investment to expand high-speed broadband access to tens of thousands of homes and businesses that currently lack reliable internet. Under the ConnectALL Deployment Program, the initiative aims to deliver affordable and equitable connectivity to 69,111 identified locations across the state.

The funding, part of a federal allocation from the 2021 Bipartisan Infrastructure Law, represents the largest portion of New York’s $664.6 million broadband equity grant from the U.S. Department of Commerce. Through this program, applicants are invited to propose infrastructure projects that will help bring broadband to hard-to-reach communities.

“High-speed internet is as essential as electricity in today’s world – it’s critical for education, jobs, healthcare, and staying connected with family and friends,” said Governor Kathy Hochul. “This funding is another crucial step in connecting every community across our state with affordable, equitable, and accessible internet.”

The ConnectALL Deployment Program encourages public-private partnerships to accelerate the rollout of broadband services and boost competition among providers. The state has mapped out 308 Project Areas where service will be prioritized. Eligible applicants must submit proposals by February 7, 11:59 PM ET.

Empire State Development President, CEO, and Commissioner Hope Knight highlighted the program’s significance. “By facilitating public-private partnerships and targeted investments, we will create lasting economic opportunities and strengthen connections between our communities, positioning New York as a national leader in broadband accessibility.”

The initiative builds on a multi-step process that engaged local leaders, internet service providers, and the public to pinpoint areas in need. Selected projects are expected to begin in 2025 and will be completed within four years, pending federal approval.


As part of the broader ConnectALL initiative, New York is investing more than $1 billion to overhaul digital infrastructure, increase competition, and ensure universal broadband access. The state has already allocated $224 million through the Municipal Infrastructure Program to build open-access municipal broadband networks, and $50 million through the Digital Equity Program to enhance digital literacy and job readiness.

The Affordable Housing Connectivity Program, another pillar of ConnectALL, is leveraging $100 million in federal funding to install broadband infrastructure in affordable and public housing units.

New York officials remain committed to ensuring no household or business is left behind as the state works to close the digital divide and provide reliable internet for all.
