A comprehensive study is underway to evaluate the potential conversion of the existing grade-separated interchange at the intersection of New York State Route 96 and Route 14 in the Town of Phelps. The project, led by the Genesee Transportation Council (GTC) in partnership with the New York State Department of Transportation (NYSDOT), aims to assess the feasibility and benefits of replacing the current interchange with an at-grade intersection.
The study comes as the bridge’s deck and superstructure, which carry Route 96 over Route 14, have deteriorated significantly, prompting the need for either substantial repairs or a complete redesign. The analysis will compare the life-cycle costs of maintaining the existing infrastructure versus the proposed at-grade intersection.
Public engagement is a key component of the project. The first round of outreach, which includes a public meeting scheduled for tonight at the Phelps Community Center, seeks input on the existing conditions, local needs, and opportunities for travel and land use. Residents are encouraged to participate in the discussion and provide feedback on various design alternatives.
The project team, which includes representatives from Ontario County, the Town of Phelps, and other local stakeholders, plans to use public feedback to refine design proposals before making final recommendations. The project is funded through federal planning dollars allocated under the Unified Planning Work Program.
