Independent report criticizes Cuomo’s COVID-19 response

An independent report examining former Gov. Andrew Cuomo’s handling of COVID-19 found significant flaws in his approach. The “New York State COVID-19 After Action Report,” commissioned by Gov. Kathy Hochul in 2022, was written by the Olson Group.


The report highlights Cuomo’s centralization of the state’s response as a major mistake, saying it caused unnecessary confusion. Bill Hammond from the Empire Center for Public Policy noted that Cuomo ignored established plans and sidelined the health department.

Despite acknowledging the unprecedented challenges New York faced, the report suggests better preparation for future emergencies, including improved data models and coordination with federal and local governments.
