Police say a Newark resident was arrested on two counts of endangering the welfare of a child after an incident on South Main Street.
Crystal Kline, 24, of Newark was charged after pushing a stroller containing two small children in front of a tow truck to stop the driver from leaving with her vehicle.
Neither vehicle was struck by the tow truck.
Kline was arrested and released on an appearance ticket to answer the charges at a later date.
