The Finger Lakes, Southern Tier, and Central New York are all on pace to enter ‘Phase 4’ on Friday.
Governor Andrew Cuomo confirmed that on Wednesday.
The Governor says that limits on church gatherings will increase from 25% to 33% and non-essential gatherings can jump from 25 to 50 people.
Low-risk arts and entertainment like museums will also be allowed to reopen.
However, malls, gyms, and movie theaters will remain closed. Cuomo said his administration is studying new information about the virus that suggests that air conditioning systems at malls, bars and social clubs actually reciruclate the virus.
The Governor said more information will be necessary before a decision is made about reopening those places.
The list of specific businesses that can reopen in Phase 4 is below.
Low-Risk Outdoor Arts & Entertainment
- Outdoor zoos
- Botanical gardens
- Nature parks
- Grounds of historic sites and cultural institutions
- Outdoor museums
- Outdoor agritourism
- Local agricultural demonstrations and exhibitions
- Other similar institutions/activities that have been permitted to reopen
Low-Risk Indoor Arts & Entertainment
- Indoor museums
- Historical sites
- Aquariums
- Other related institutions or activities that have been permitted to reopen

- Motion picture production
- Music production
- Television production
- Streaming production
