Seneca County seeks 3,000 to weatherize about 36 homes

Seneca County is seeking nearly $493,000 in state funding to make about 36 homes more energy efficient through improvements that could include insulation, weatherstripping and replacement heating equipment.

The county’s Contracts, Procurement and Negotiations Committee on Oct. 27 supported a resolution authorizing acceptance of a State Weatherization Program grant if the application is approved.

The county requested $492,944 for an anticipated 18-month contract running from Nov. 1 through April 30, 2028. The funding would require no local match.

Staff said the application included a pipeline of approximately 36 dwellings and estimates of what it would cost to weatherize them.

The grant had not been awarded as of Tuesday’s meeting. Staff expected the state to notify recipients in early November and said the resolution might need to be amended before full-board consideration to reflect the actual award.

Supervisor Jeffrey Trout asked what the funding would provide for residents. Staff described work intended to improve energy efficiency, including insulation, weatherstripping, replacement appliances, furnaces and other heating equipment.

The application process required the county to submit addresses of homes with approved weatherization applications and projected costs for the work.

The proposed spending schedule allocates $64,315 for the final two months of 2026, $300,000 for 2027 and $128,629 for the first four months of 2028.

The committee’s vote advances the acceptance proposal, but the amount of funding available will depend on the state’s award decision.
