Waterloo police charged a Seneca Falls resident with stealing two cellphones and breaking one after throwing them into a roadway.
Robin Cooley, 66, was arrested at about 1:30 p.m. Oct. 18 on two counts of petit larceny and one count of fourth-degree criminal mischief, according to the Waterloo Police Department.
Police said Cooley took the phones from two people on Oct. 17, then threw them into a roadway at another location, causing one phone to break.
