DEC seeks comments on Racker’s Ulysses wastewater permit renewal

DEC proposes renewing Franziska Racker Centers' wastewater discharge permit in Ulysses without changing its existing discharge limits or monitoring and reporting requirements.

Written comments and hearing requests are due Nov. 6 on the administrative renewal notice for the facility at 3226 Wilkins Road in Tompkins County.

The State Pollutant Discharge Elimination System permit covers sanitary wastewater discharged to Glenwood Creek, which the notice lists as Class D water.

The listed flow rate is 0.007 million gallons per day, equivalent to 7,000 gallons daily. The proposed renewal is not described as an expansion or an increase in the permitted flow.

DEC says it intends to renew the permit administratively under its existing regulations. Such renewals are Type II actions under the State Environmental Quality Review Act and are not subject to that law's environmental impact analysis requirements.

The permit number is NY0155501, and the DEC application number is 7-5036-00007/00001. The permittee is Franziska Racker Centers Inc.

The current permit, renewal application and supporting records can be obtained or inspected through DEC's central office in Albany. The agency also identifies fact sheets and priority-ranking information as available where applicable.

Comments or requests for a hearing must be submitted in writing by Friday, Nov. 6, to Michael Schaefer, DEC Division of Environmental Permits, 625 Broadway, Fourth Floor, Albany, NY 12233-1750. The contact telephone number is 518-402-4605.
