Two battery energy storage units are proposed for a Lakeville Road property in Avon, with each unit rated at 5 megawatts of power and 20 megawatt-hours of storage.
The Avon Planning Board has determined that the project would not have a significant adverse environmental impact, according to a Sept. 30 state environmental notice, which describes the proposal rather than announcing completed construction.
Avon BESS A LLC and Avon BESS B LLC are the applicants. Together, the two units would provide 10 megawatts of power capacity and 40 megawatt-hours of storage capacity.
The project is proposed at 2926 Lakeville Road in Livingston County on a parcel totaling approximately 14.53 acres. The storage units would occupy approximately 0.32 acres.
Access and electrical connections
Access would come from Lakeville Road immediately east of the parcel. Plans include a 20-foot-wide access road and a fence around the project study area.
The installation would also include a utility rise pole, a medium-voltage transformer, alternating-current switchgear, DAS equipment, a utility meter and customer interconnection switchgear mounted on a pad or pole.
The notice identifies the property as tax parcel 54.-1-3.2. It distinguishes the area occupied by the batteries from the broader area affected by site improvements.
Site disturbance and review
Two trees would be removed, with less than 0.05 acres of clearing proposed. Total ground disturbance would cover 1.57 acres, according to the notice.
The project description says the batteries would provide stored energy to communities in the greater Livingston County area and strengthen the existing utility grid's resiliency. Those are the stated purposes of the proposal, not measured results from an operating facility.
The Planning Board acted as lead agency for the environmental review. Its negative declaration addresses whether the proposal requires further environmental impact analysis; the notice does not announce final project permits or a construction start date.
