Missing teen found safe in Hornell after nearly 18 months

A 17-year-old girl who had been missing from Rochester for nearly a year and a half has been found safe in Hornell, according to the U.S. Marshals Service.

Angel Phillips had been missing since April 7, 2025, when police said she left her foster home on McNaughton Street in Rochester.

The U.S. Marshals Service announced Friday that Phillips was safely recovered in Hornell with assistance from New York State Police and the Rochester and Alfred police departments.

Phillips was 16 when Rochester police renewed efforts to locate her earlier this year, saying at the time that she had not been seen since leaving the foster home.

Authorities have not released additional details about where Phillips had been during the time she was missing or the circumstances surrounding her recovery.

No arrests or charges were announced in connection with the case.
