New York has started construction on a $150.5 million Department of Transportation testing laboratory in Albany that will consolidate aging facilities and expand the state's ability to evaluate road, bridge and traffic materials.

The 114,500-square-foot Central Testing Laboratory will be built at the Harriman State Office Campus and is expected to be completed in fall 2029, Gov. Kathy Hochul's office said.

Facility will consolidate 17 laboratories

The building will replace operations spread across facilities that are more than 60 years old. It will contain 17 laboratories and space for testing asphalt, concrete, steel, pavement markings, traffic signals and other transportation materials.

Department staff conduct about 100,000 tests each year, according to the state. Results are used to confirm that materials used in public projects meet safety and performance specifications.

The laboratory also must maintain accreditation required by the Federal Highway Administration. State officials said the new building will improve workflow and provide modern equipment needed to meet those standards.

A high-bay testing area will include a frame capable of applying 1 million pounds of force. Engineers can use the equipment to study the performance of structural components and materials under heavy loads.

The complex will include a training area, offices and warehouse space. A garage will have three double drive-through bays, a crane, forklift charging and an environmental chamber for testing equipment in controlled conditions.

A wall for traffic-signal testing will allow technicians to assemble and evaluate systems before equipment is installed along state highways. Consolidating the work is expected to reduce movement between separate buildings.

Energy systems emphasize low-carbon design

The all-electric building will use geothermal heating and cooling supported by wells extending about 800 feet underground. Plans also call for electric-vehicle charging, efficient lighting and a high-performance building envelope.

Hochul's office said the design supports state climate goals while giving researchers a place to evaluate lower-carbon construction materials. Those materials could include pavement and concrete mixtures designed to reduce emissions over their life cycle.

Transportation testing can affect both safety and long-term cost. Poorly performing materials may lead to earlier repairs, while reliable laboratory data can help engineers choose products suited to New York's freeze-thaw cycles and heavy traffic.

The state said the facility will support quality-control work on projects across New York rather than only in the Capital Region. Samples from construction sites can be analyzed for chemical composition, physical strength and performance.

Laboratory supports statewide capital work

DOT Commissioner Marie Therese Dominguez said the new laboratory will give employees modern tools to support transportation investments. The department is responsible for thousands of bridges and miles of state highway.

Testing requirements are written into public construction contracts. Contractors submit samples or allow inspectors to collect them, and laboratory results can determine whether work is accepted or needs correction.

The new complex also will provide space to train employees in testing methods and emerging technologies. Officials said that function is increasingly important as infrastructure projects use new materials and digital traffic systems.

Construction at the Harriman campus will take about three years. State officials did not announce an opening date beyond the fall 2029 completion target.

The project represents a capital investment in government operations rather than a direct grant program. Its costs cover the building, specialized laboratory systems and supporting infrastructure.

Officials said replacing the existing facilities will reduce maintenance demands and improve coordination among technical teams. The state expects the laboratory to serve transportation programs for decades after it opens.
