Walworth planning board continues hearing concerns about Blue Heron housing project

Walworth planning board continues hearing concerns about Blue Heron housing project

The Walworth Planning Board approved a solar energy project, reviewed an early proposal for a storage facility and heard public comments related to a proposed housing development during its March 9 meeting at Walworth Town Hall.

Solar project approved

The board voted to approve a site plan and special use permit for WO Walworth Solar LLC to develop a solar project at 5325 Walworth–Ontario Road.

Public comment on the project had previously been closed, and the board moved directly to a vote on the resolution approving the project with conditions. The motion passed by roll call vote.

Storage facility concept presented

The board also held a concept discussion for a potential self-storage facility proposed for 2140 Walworth-Penfield Road.

Representatives for the property owner of the Tops Plaza site said a previous contract to sell the property had fallen through but interest remains in developing storage units at the location.

Board members asked preliminary questions about access, traffic flow, lighting and fencing. The concept plan shows access through an existing easement from the shopping plaza area and internal circulation around the buildings.

Applicants indicated lighting could potentially use solar fixtures and said details such as fencing and final site design would be addressed in future plans if the project proceeds. The discussion was informational only and no formal action was taken.

Determination letter discussed

The board also received a communication from the building department dated Feb. 24 regarding a planning and zoning determination related to a proposed development project.

Planning board officials noted the document had been distributed to attendees at the meeting.

Residents raise questions about development process

During public comment, several residents spoke about issues related to the proposed Windward Lake Homes development at 1 Country Club Drive, which involves plans for housing on part of the Blue Heron Hills golf course property.

Although the project was listed on the agenda, the application was tabled at the applicant’s request and no action was taken by the board.

Residents used the comment period to raise questions about the development process, including whether preliminary subdivision review should be required and how the proposal could affect the remainder of the golf course property.

One resident questioned whether reviewing only a portion of the property could overlook broader impacts on the rest of the golf course and surrounding community.

Planning board officials said the project remains early in the review process and that the board will follow required procedures before taking any action.

“We will follow every code… and check every box before we proceed any further,” the board chair said during the discussion.

Other public comments raised local concerns

Additional speakers raised unrelated issues, including questions about a town code update and concerns involving access to nearby private property.

Planning board members noted that some of the issues raised fall under the authority of the town board rather than the planning board.

After public comments concluded, the board adjourned the meeting.
