Palmyra man charged after months-long child exploitation investigation

State police arrested a Wayne County man after a months-long investigation into the online distribution of child sexual exploitation material.

New York State Police arrested a Palmyra man last week following an investigation that began with a national cyber tip report. Investigators identified William Bond, 34, as the person responsible for uploading the material, police said.


The case began when the National Center for Missing and Exploited Children received a CyberTipline report in October about an upload that occurred in September 2024. State police later traced the activity to Bond.

Troopers executed a search warrant at Bond’s Palmyra residence on January 23, seizing multiple electronic devices. Investigators examined the devices at the New York State Police Computer Crime Laboratory in Albany and found child sexual exploitation material on several of them.

Bond was arrested January 31 and charged with promoting a sexual performance by a child under 17, a felony, and possessing a sexual performance by a child under 16, also a felony.

Police processed Bond at State Police Lyons and transported him to the Wayne County Jail for CAP arraignment. The investigation remains ongoing.
