Shannon Hillier named Livingston County administrator

Shannon Hillier has been officially appointed as Livingston County’s next administrator, becoming the first woman to hold the position in the county’s 204-year history.

The Board of Supervisors made the unanimous decision during an executive session on November 19. Hillier’s appointment takes effect December 1, following her interim service in the role since August.


A historic first with deep county roots

Hillier has served Livingston County since 2017 as its top attorney, working on everything from legal matters and contract negotiations to major infrastructure projects. Board Chair David LeFeber praised her dedication, calling her “a stabilizing force” and “a leader with sound judgment.”

“She has devoted many years to the county, consistently demonstrating hard work and an unwavering commitment,” LeFeber said in a message to employees.

A native of Nunda and graduate of York Central School, Hillier holds a law degree from SUNY Buffalo. She also serves on several boards, including the Livingston County Land Bank Corporation and the Keshequa School Board.

Looking ahead

As county administrator, Hillier will oversee daily operations and help guide the county’s long- and short-term goals. She credited her predecessor, Ian Coyle, for serving as an “unintended mentor” during their eight years working together.

“I’m incredibly excited for the opportunity to serve,” Hillier said. “My focus will be on acclimating to this new vantage point and supporting the board, county leadership, and residents.”

Hillier will be formally recognized at the Board of Supervisors’ December 17 meeting in Geneseo.
